Village Council Resolution No. 2014-12

A RESOLUTION AUTHORIZING CERTAIN VILLAGE OFFICIALS TO EXECUTE A MEMORANDUM OF UNDERSTANDING FOR THE INVESTIGATION OF CHILD ABUSE AND NEGLECT

Introduced by

WHEREAS, the Village of Riverlea is a signatory, with Franklin County Children Services and other municipalities, to a 2012 Memorandum of Understanding for the Investigation of Child Abuse and Neglect, that is being updated in 2014, regarding the procedures for reporting child abuse and neglect and for the provision of reports respecting any child in Franklin County deemed to be in need of public care and regarding the normal operating procedures to be employed in the reporting and investigation of child abuse and neglect; and

WHEREAS, Franklin County Children Services has proposed to enter a revised Memorandum of Understanding to reflect changes in its procedures arising due to changes in applicable law or to reflect changes in its practices for reporting and investigation; and

WHEREAS, the Council of the Village of Riverlea desires to authorize the appropriate public officials of the Village to execute a revised Memorandum of Understanding on behalf of the Village.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE VILLAGE OF RIVERLEA, STATE OF OHIO:

Section 1. AUTHORIZATION. That any one or more of the Mayor, the Village Marshall and the person acting as Solicitor or legal counsel to the Village from time to time, be and they hereby are authorized and directed on behalf of the Village of Riverlea, Ohio, to enter into a Franklin County, Ohio Memorandum of Understanding for the Investigation of Child Abuse and Neglect, substantially in the form of the draft dated as of September 1, 2014 as proposed by Franklin County Children Services, with such changes in the final form thereof as shall be approved by the signatories thereto, and which shall be executed by those persons required to execute the same under Ohio Revised Code Section 2151.421.

Section 2. EFFECTIVE DATE. That this Resolution shall be in full force and effect from and after the earliest date permitted by law after its passage.

Section 3. OPEN MEETINGS. This Council finds and determines that all formal actions of this Council concerning and relating to the passage of this Resolution were taken in an open meeting of this Council and that all deliberations of this Council that resulted in those formal actions were in meetings open to the public in compliance with law.

Section 4. PUBLICATION. That pursuant to Ohio Revised Code Section 731.25, the Council of the Village of Riverlea hereby determines that publication of this Resolution in a newspaper is unnecessary and does hereby determine that this Resolution shall be published by posting copies hereof in the five following places, which are determined to be the five most public places in the Village of Riverlea, Ohio: 1. The Circle on West Riverglen Drive; 2. The Ravine Park on West Riverglen Drive; 3. The Northwest corner of Beverly Place and Dover Court; 4. Lot 75 on West Riverglen Drive; and 5. Lot 7 on West Southington Avenue.

Copies of this Resolution shall be posted continuously in the above-mentioned places for a period of fifteen (15) days and at the expiration thereof this Resolution shall become effective.

WHEREUPON, this Resolution was adopted this 15th day of September 2014.
