A meeting of the Village of Riverlea Planning Commission was held August 10, 2020 via Zoom teleconference software. Members present were Bryce Jacob (Planning Commissioner), Sheila Bagley, Janet Brown, Paul Collini, and Rich Skowronski. Also present were Susan Nybell & John McKenzie. Joshua C. Mehling served as Clerk. The Planning Commissioner called the meeting to order at 7:00 p.m.

  1. The minutes of the regular Planning Commission meeting of July 13, 2020 were not read since each member had received a copy. Skowronski moved and Bagley seconded the motion that the minutes be approved as submitted by the Clerk. The following vote was recorded on the motion: Yea: 5, Bagley, Brown, Collini, Jacob, and Skowronski; Nay: None; Abstain: None. The motion carried 5-0.
  2. An application for a Certificate of Appropriateness by Susan Nybell at 5801 Falmouth to add a fence around the back yard. The fence will consist of 4 ft white vinyl pickets and will have a flat cap rather than gothic on the posts. There will be two 48 inch gates as part of the fence. The fence will meet up with an existing fence around the neighbor’s yard. The fence will not be readily visible from either Falmouth or Southington due to landscaping in the yard.

Brown moved to approve the Certificate of Appropriateness for this project as shown in the plans and Bagley seconded this motion. The following vote was recorded on the motion: Yea: 5, Bagley, Brown, Collini, Jacob, and Skowronski; Nay: None; Abstain: None. The motion carried 5-0.

  1. An application for a Certificate of Appropriateness by Bryce Jacob at 258 Frontenac to extend the front walkway to the street. The walkway will come straight out from the front of the house and extend to Frontenac. The sidewalk will be constructed of the same brick as in the current walkway. The existing stone columns in the yard along Frontenac will be moved to flank either side of the new sidewalk.

In addition to the sidewalk, the plans also call for the addition of a fence at the side/rear of the house for privacy and security. The fence will be 72 inches tall and constructed of black metal. The height of the fence will vary due to the slope of the lawn, though the homeowner will attempt to make the top of the fence level. There will be a 72 inch double gate as part of the fence.

Skowronski moved to approve the Certificate of Appropriateness for this project as shown in the plans and Bagley seconded this motion. The following vote was recorded on the motion: Yea: 4, Bagley, Brown, Collini, and Skowronski; Nay: None; Abstain: 1, Jacob. The motion carried 4-0-1.

Skowronski moved and Bagley seconded a motion to adjourn. The motion was approved unanimously (5-0). The meeting was adjourned at 7:15 p.m.
