A meeting of the Village of Riverlea Planning Commission was held August 12, 2019 at 258 Frontenac Pl.  Members present were Bryce Jacob (Planning Commissioner), Sheila Bagley, Janet Brown, Robert Davis, and Taylor Surface. Also present was Daniel Sinclair. Joshua C. Mehling served as Clerk.  The Planning Commissioner called the meeting to order at 7:00 p.m.

  1. The minutes of the regular Planning Commission meeting of July 8, 2019 were not read since each member had received a copy. Davis moved and Bagley seconded the motion that the minutes be approved as submitted by the Clerk. The following vote was recorded on the motion: Yea: 4, Bagley, Brown, Davis, and Jacob; Nay: None; Abstain: None. The motion carried 4-0. Surface was not yet in attendance at the time of this vote
  2. An application for a Certificate of Appropriateness by Daniel and Barbara Sinclair at 138 Riverglen Dr to install solar panels on the roof of the house and garage. This will be the first known house in the village with solar panels installed. Daniel Sinclair presented computer generated images of the roof of the house with the panels installed. The panels will be primarily on the west side of the house towards the rear and will barely be visible from the street. The panels will be 65 in x 39 in and constructed with a black aluminum frame.

The Planning Commissioner noted that while Worthington has guidelines in place regarding installation of solar panels, Riverlea has no such restrictions. He noted that Worthington’s code states that panels should not be visible from the street. Davis asked if Riverlea was required to follow Worthington’s guidelines and the Planning Commissioner replied that the village is not required to do this.

Davis moved to approve the Certificate of Appropriateness for this project as shown in the plans and Bagley seconded this motion. The following vote was recorded on the motion: Yea: 5, Bagley, Brown, Davis, Jacob, and Surface; Nay: None; Abstain: None. The motion carried 5-0.

Bagley moved and Surface seconded a motion to adjourn. The motion was approved unanimously

(5-0). The meeting was adjourned at 7:11 p.m.
