Regular meeting: February 8, 2010

A meeting of the Village of Riverlea Planning Commission was held February 8, 2010 at 5830 Falmouth Court. Members present were Michael Jones (Planning Commissioner), L. Jo Ann Bierman, Lisa J. Morris, and Bryce E. Jacob. Robert Patrella was absent. Also present were Brian and Melissa Burnett, and Rick Fisher. Pamela M. Colwell served as Clerk. The Planning Commissioner called the meeting to order at 7:30 pm.

  1. The minutes of the Planning Commission meeting of January 11, 2009 were not read since each member had received a copy. Jacob moved and Morris seconded a motion that the minutes be approved as submitted by the Clerk-Treasurer. The following vote was recorded on the motion: Yea, 4; Bierman, Jacob, Morris and Jones: Nay, None. The Motion carried 4-0
  2. Jacob moved and Morris seconded the motion to take from the table the application for a Certificate of Appropriateness by Brian and Melissa Burnett to build a home at 5822 Pioneers Court. The following vote was recorded on the motion: Yea, 4; Bierman, Jacob, Morris and Jones: Nay, None. The Motion carried 4-0. The Burnetts had submitted more detailed information regarding the landscaping plans and a shingle sample. They will clear all of the trees and shrubs on the south side in order to have the best choice of trees and shrubs for their home. They have contacted their neighbor on the south side and she is in agreement with their plans, including the removal of a tree on the lot line. The Commission noted that the number of trees removed is greater than the ones being planted. The Burnetts explained that they have a small lot and only room for three trees, especially since they would like to have some lawn. The Commission also discussed the height of their home in comparison with their neighbors. Brian Burnett said that they did look at the height of houses on the block and found three others that where two story.

Jacob moved and Bierman seconded a motion to approve the Certificate of Appropriateness per the plans submitted, including the product selection as specified (siding, trim, shutter and shingle colors, lighting fixtures, windows, columns and garage door) and landscaping plans. Fisher commented that he liked the design and is happy to have the Burnetts as a neighbor. The following vote was recorded on the motion: Yea, 4; Bierman, Jacob, Morris and Jones: Nay, None. The Motion carried 4-0. A street bond of $2,000 will be required.

The Commission took no additional action. Jacob moved and Morris seconded a motion to adjourn. The following vote was recorded on the motion: Yea, 4; Bierman, Jacob, Morris and Jones: Nay, None. The Motion carried 4-0. The meeting was adjourned at 7:52 pm.
