Public Information
Architectural Review Board (ARB) meetings are held on the second Monday each month at 7:00 pm, pending the need to meet. The ARB does not do building inspection, only architectural review and zoning compliance. All Village residents are welcome and encouraged to attend the meetings.
Regular meeting: January 11, 2010
A meeting of the Village of Riverlea Planning Commission was held January 11, 2010 at 5830 Falmouth Court. Members present were Michael Jones (Planning Commissioner), L. Jo Ann Bierman, Lisa J. Morris, and Robert Patrella. Bryce E. Jacob was absent. Also present were Brian and Melissa Burnett, Andy Miller, designer and Rod Arcaro, builder. Pamela M. Colwell served as Clerk. The Planning Commissioner called the meeting to order at 7:38 pm.
- The minutes of the Planning Commission meeting of December 14, 2009 were not read since each member had received a copy. Morris moved and Jones seconded a motion that the minutes be approved as submitted by the Clerk-Treasurer. The following vote was recorded on the motion: Yea, 4; Bierman, Morris, Patrella and Jones: Nay, None. The Motion carried 4-0.
- Morris moved and Jones seconded the motion to take from the table the application for a Certificate of Appropriateness by Brian and Melissa Burnett to build a home on 5822 Pioneers Court. The following vote was recorded on the motion: Yea, 4; Bierman, Morris, Patrella and Jones: Nay, None. The Motion carried 4-0. The Burnetts had submitted new plans with materials listed and the alternate choices removed. They had also submitted a landscape plan and samples of materials and colors. The Commission had questions regarding what existing plants and trees would remain and what would be replaced. The Burnetts stated that they were going to wait and see what happens during construction. The Commission wanted a definite plan, whether or not everything was cleared off or only a few trees were removed. Patrella said there may be a liability issue if a neighbor’s tree were damaged or died from the construction. He felt it was in their best interests to contact their neighbors and get their consent or acknowledgement about any possible adverse affects to their property. The Burnetts have a written agreement regarding the tree on the north side of their property. The vegetation on the south side looks like brush but they will consider discussing this with their neighbor. The Commission wants a landscape plan that shows exactly what plants will be removed, what will remain and what will be added. The Commissioner noticed that no shingle selection was included in the material submitted. Arcaro said it was Certainteed Dimensional Landmark Weather Wood. Bierman had only one concern regarding spill over lighting. She asked the Burnetts to be aware that their lighting does not bother their neighbors.
Patrella moved and Bierman seconded the motion to table the application. The Burnetts need to submit a shingle sample and a complete landscape plan that shows existing, new and removed plants/trees. 6” caliper trees need to be marked but small trees and shrubs can be marked as general brush. The following vote was recorded on the motion: Yea, 4; Bierman, Morris, Patrella and Jones: Nay, None. The Motion carried 4-0
- There was a brief discussion regarding the Commission duties for the benefit of the two new members. They were referred to the Village’s Web site and codified ordinances.
The Commission took no additional action. Morris moved and Bierman seconded a motion to adjourn. The following vote was recorded on the motion: Yea, 4; Bierman, Morris, Patrella and Jones: Nay, None. The Motion carried 4-0. The meeting was adjourned at 8:25 pm.
