A meeting of the Village of Riverlea Planning Commission was held July 11, 2022 at Thomas Worthington High School. Members present were Bryce Jacob (Planning Commissioner), Paul Collini, Rich Skowronski, and Jennifer Zipfel. Also present were Lee Schaber and Don & Julie Brogan. The Planning Commissioner called the meeting to order at 7:03 p.m.

  1. The minutes of the regular Planning Commission meeting of June 13, 2022 were not read since each member had received a copy. Zipfel requested that section 3. C. of the minutes be revised to note that the revised plans must include the proposed fence elevations. Skowronski moved and Zipfel seconded the motion that the minutes be approved as submitted by the Clerk with the above revision. The following vote was recorded on the motion: Yea: 4, Collini, Jacob, Skowronski, and Zipfel; Nay: None; Abstain: None. The motion carried 4-0.
  2. An application for a Certificate of Appropriateness by Lee Schaber at 267 Beverly Pl to remove the existing rear patio and replace it with an expanded roofed paver patio. Lot coverage with this new patio will be 19, so this is not an issue. The pavers will be Oberfield stamped pavers. The ceiling of the addition will be cedar and cedar will be used to wrap the support poles as well. All other materials including paint, gutters, and shingles will match those of the existing home. The patio will have a seating area at the rear.

Zipfel moved to approve the Certificate of Appropriateness for the project as shown in the plans and Skowronski seconded this motion. The following vote was recorded on the motion: Yea: 4, Collini, Jacob, Skowronski, and Zipfel; Nay: None; Abstain: None. The motion carried 4-0.

  1. An application for a Certificate of Appropriateness and Variance by Don Brogan at 35 W Riverglen Dr to add a paver patio and walkway to the rear of the house. The project will also add some landscaping along the patio for privacy. The patio will be constructed of brick pavers that had been taken up during a previous project on the house. There are no lot coverage issues with this project.

Collini moved to approve the Certificate of Appropriateness for the project as shown in the plans and Zipfel seconded this motion. The following vote was recorded on the motion: Yea: 4, Collini, Jacob, Skowronski, and Zipfel; Nay: None; Abstain: None. The motion carried 4-0.

  1. The Planning Commissioner mentioned that he had discussed the issue of the issue of the pergola being constructed at 288 Frontenac with the Village Council at their June meeting. The Council did not consider the pergola to fall under the definition of a fence in the Village code and therefore would not require Planning Commission approval. The Planning Commissioner did state that he had issued a verbal notice to the homeowners that any further development on the property should come before the Planning Commission if applicable.

Collini moved and Skowronski seconded a motion to adjourn. The motion was approved unanimously (4-0). The meeting was adjourned at 7:15  p.m.
