The Council of the Village of Riverlea met in special session on the above date via Zoom teleconference software. The following Council members were present: Mayor Eric A. MacGilvray, Marc J. Benevento, Kathy E. McClintock, Ted C. Miller, Leah M. Pyter, and Dan Schlichting. Also present were Joshua C. Mehling, Clerk-Treasurer, L. Leah Reibel, Solicitor, and William P. Charles, Street Commissioner. At 7:03 p.m., the Mayor called the meeting to order.

General Fund

The Clerk-Treasurer explained the impact of the 2015 operating levy on the general fund. The increase of 2.25 mills has increased the Village’s reserves to almost $600K, giving the Village about 2 years of operating expenses in the fund. He explained that he felt that the millage could be lowered because it would not require as much in tax collection to maintain this reserve. Schlichting added that removing street repairs out of this fund and into the infrastructure maintenance fund would further reduce stress on the operating expenses.

Infrastructure Maintenance Fund

Benevento, the Chair of the Infrastructure Committee, explained the work that the Committee had done in working with Burgess & Niple to create an asset management plan and determine the amount of funds to build & maintain a fund for anticipated infrastructure maintenance and repairs. Benevento explained that the asset management plan includes the following, in addition to other items:

  1. Inspections and necessary cleaning and repair of the sanitary sewer lines about every 5 years
  2. Inspections and necessary cleaning and repair of the storm sewer lines about every 10 years
  3. Crack sealing of the roads about every 3-5 years
  4. Street milling and re-paving in 2034

Because the exact amount to be raised by a given millage amount is not known, Council decided ask the County Auditor to certify two different millages for each levy.  Council will decide which levy(s) to put on the ballot once the Auditor has determined how much money each levy would raise.

Resolution 2020-09

Resolution 2020-09, A Resolution Requesting the County Auditor to Certify the Village Information Needed to Enable the Village to Levy a Tax in Excess of the Ten Mill Limitation which requested the certification of a 5.5 mill levy, was introduced by Schlichting. Schlichting moved and McClintock seconded the motion to waive the three readings of the resolution in order to submit this resolution to the Franklin County Auditor in a timely manner. The motion passed (5-0). Pyter moved and McClintock seconded the motion to approve the resolution. The motion passed (5-0).

Resolution 2020-10

Resolution 2020-10, A Resolution Requesting the County Auditor to Certify the Village Information Needed to Enable the Village to Levy a Tax in Excess of the Ten Mill Limitation which requested the certification of a 5 mill levy, was introduced by Pyter. Pyter moved and Schlichting seconded the motion to waive the three readings of the resolution in order to submit this resolution to the Franklin County Auditor in a timely manner. The motion passed (5-0). McClintock moved and Pyter seconded the motion to approve the resolution. The motion passed (5-0).

Ordinance 04-2020

Ordinance 04-2020, An Ordinance Declaring the Necessity of Levying an Additional Tax in Excess of the Ten-Mill Limitation for the Purpose of the Construction, Reconstruction, Resurfacing, or Repair of Streets, Roads, Bridges and General Infrastructure Projects in the Village of Riverlea, Ohio, Requesting the County Auditor to Certify Matters in Connection Therewith, and Declaring an Emergency, which requested the certification of a 1.5 mill levy, was introduced by Benevento. Benevento moved and McClintock seconded the motion to waive the three readings of the ordinance in order to submit this ordinance to the Franklin County Auditor in a timely manner. The motion passed (5-0). McClintock moved and Pyter seconded the motion to approve the ordinance. The motion passed (5-0).

Ordinance 05-2020

The motion passed (5-0). Pyter moved and McClintock seconded the motion to approve the ordinance. The motion passed (5-0).

There being no further business, Schlichting moved and McClintock seconded the motion to adjourn.  The motion was approved unanimously (5-0).  The meeting was adjourned at 7:35 p.m.
