Public Information

Architectural Review Board (ARB) meetings are held on the second Monday each month at 7:00 pm, pending the need to meet. The ARB does not do building inspection, only architectural review and zoning compliance. All Village residents are welcome and encouraged to attend the meetings.

Regular meeting: June 8, 2009

A meeting of the Village of Riverlea Planning Commission was held June 8, 2009. Members present were Michael Jones (Planning Commissioner), L. Keith Beachler, Bryce E. Jacob, and Jody Croley Jones. Lisa J. Morris was absent. Also present were Taylor Surface, Gary Alexander, Robert Erlanger, Todd Parker, John and Linda Mercer, Paul Unrue, Mike Blanchard, Gary Bruck and Richard Fisher. Pamela M. Colwell served as Clerk. The Planning Commissioner called the meeting to order at 7:30 pm.

  1. The minutes of the Planning Commission meeting of May 11, 2009 were not read since each member had received a copy. Jacob moved and Beachler seconded a motion that the minutes be approved as submitted by the Clerk-Treasurer. The following vote was recorded on the motion: Yea, 4; Beachler, Jacob, J. Jones and M. Jones: Nay, None. The Motion carried 4-0.
  2. An application for a Certificate of Appropriateness for an addition by Mr. and Mrs. Taylor Surface at 5849 Olentangy Boulevard. Taylor Surface and Gary Alexander, Architect, made the presentation. There will be a master suite addition to the front of the house, an addition to the great room at the rear and a new front porch. All materials will match existing materials and colors. Cultured stone with a limestone cap will replace the brick. They found shingles to match the existing shingles. One skylight will be added on the north side and one roof will be over both the porch and rear addition. The Commission inquired about the landscaping and Alexander responded that only one tree, a sweetgum, will be removed. All other landscaping will remain. The Commission wanted to see the stone continue around the corner of the south corner of the garage and, as a personal preference, would like to see the stone along the front be one level instead of 3. Surface agreed to have the stone wrap on south corner of the garage for a distance of 3′-0â€� and to maintain the height of the stone along the front of the house at 2′-6â€�. J. Jones moved and Jacob seconded the motion to approve the Certificate of Appropriateness with the changes stated for the stone façade to maintain a 2′-6â€� height and to extend the stone façade on the south side of the garage to 3 feet. The Commissioner asked for comments from those in attendance and Joel Mazza, 155 W. Southington Ave., stated that it looked fantastic. There were no other comments. The following vote was recorded on the motion: Yea, 4; Beachler, Jacob, J. Jones and M. Jones: Nay, None. The Motion carried 4-0. A street bond of $2,000 will be required.
  3. Jacob moved and Beachler seconded a motion to remove a tabled application for a Certificate of Appropriateness by Robert Erlanger and Tina Kinner to build a home on parcel #253-003000, located between 141 W. Southington Ave. and 155 W. Southington Ave. A two story English Country style home approximately 2766 sq. ft. with a 2 car side loading garage. Todd Parker, Architect, and Robert Erlanger made the presentation. Changes were made to meet the lot coverage requirements. The 3 car garage was made into a 2 car garage that is a little larger than the standard. The light fixtures are noted on the plans. The garage shutters were eliminated and another window was added to the garage. Some of the windows were enlarged as requested from the last meeting. The Commission was concerned about the use of rubble stone and pointed out that a regular style stone is more typical in Riverlea. Parker said they will be combining two styles of stone, rubble and field stone, with more field stone than rubble. The utility connections were noted in the plans and Parker said the electric will be underground. Beachler asked for more detail about the garage doors. Parker said the carriage design doors were steel and fiberglass to look like wood. M. Jones and Jacob were familiar with the garage door design and manufacturer. J. Jones stated that the exterior looked busy to her but that was a personal opinion and she really liked the design overall. Jacob moved and Beachler seconded a motion to approve the Certificate of Appropriateness. The Commissioner asked for comments from those in attendance.

    Paul Unrue, 141 W. Southington Ave., stated he is very excited about the new home and came to give Erlanger his support.

    Joel Mazza, 155 W. Southington Ave., was very impressed with the design and said they did a fantastic job.

    Richard Fisher, 5830 Pioneers Ct., approved of the design.

    The following vote was recorded on the motion: Yea, 4; Beachler, Jacob, J. Jones and M. Jones: Nay, None. The Motion carried 4-0. A $2,000 street bond is required.

The Commission took no additional action. J. Jones moved and Jacob seconded a motion to adjourn. The following was recorded on the motion: yea, 5; Beachler, J. Jones, Jacob,and M. Jones: nay, 0. The motion carried 4-0. The meeting was adjourned at 8:08 pm.
