Regular meeting: March 11, 2013

A meeting of the Village of Riverlea Planning Commission was held March 11, 2012 5830 Falmouth Court. Members present were Michael Jones (Planning Commissioner), Jo Ann Bierman, Lisa J. Morris and Jacalyn Slemmer. Bryce E. Jacob was absent. Also present were Chad and Nikki Lowe, Rodney Arcaro (Premier Living Homes), Melissa and Lee Potter, and Leah Reibel, Village Solicitor. Pamela M. Colwell served as Clerk. The Planning Commissioner called the meeting to order at 7:00 pm.

  1. The minutes of the Planning Commission meeting of November 12, 2012 were not read since each member had received a copy. Jacob moved and McCarthy seconded the motion that the minutes be approved as submitted by the Clerk. The following vote was recorded on the motion: Yea, 4, Bierman, Morris, Slemmer and Jones: Nay, None. The Motion carried 4-0.
  2. An application for a Certificate of Appropriateness by Premier Living Homes for Chad and Nikki Lowe to build a new single family home on parcel no. 253-002760-00 (between 155 W. Southington Ave and 189 W. Southington Ave). The application is the same as the one approved October 8, 2012 except for the location. The house design, materials and colors are the same. There will be a 48” white picket fence. A turnaround may be added to the driveway if there is enough room with the set back. The Commission expressed concern about runoff from the property on the east side and runoff to the property on the west side. The Potters, who live on the west side of the parcel, stated that they have water problems now from that lot and asked that the runoff be addressed during construction. Rodney Arcaro stated he was aware of the runoff problems and assured everyone that it will be dealt with to everyone’s satisfaction by the use catch basins, French drains, changing the grade of the lot, etc. Morris reminded Arcaro that sediment control needed to be maintained and he said he would be using straw wattles. The Potters pointed out that the bushes along the property line were theirs and they also requested that trucks not park in front of their home. Bierman moved and Morris seconded the motion to approve the application as submitted. The following vote was recorded on the motion: Yea, 4, Bierman, Morris, Slemmer and Jones: Nay, None. The Motion carried 4-0. A street bond of $2,000 will be required.

The Commission took no additional action. Morris moved and Bierman seconded a motion to adjourn. The motion was approved unanimously. The meeting was adjourned at 7:25 pm.
