A meeting of the Village of Riverlea Planning Commission was held September 11, 2023 at the Old Worthington Library. Members present were Bryce Jacob (Planning Commissioner), Christopher Bedell, Paul Collini, Rich Skowronski, and Jennifer Zipfel. Also present was Jen Bedell. The Planning Commissioner called the meeting to order at 7:01 p.m.

  1. The minutes of the regular Planning Commission meeting of August 14, 2023 were not read since each member had received a copy. Skowronski moved and Collini seconded the motion that the minutes be approved as submitted by the Clerk. The following vote was recorded on the motion: Yea: 5, Bedell, Collini, Jacob, Skowronski, and Zipfel; Nay: None; Abstain: None. The motion carried 5-0.
  2. An application for a Certificate of Appropriateness by Lorene Hamerl at 5805 Crescent Ct to add an aluminum fence along the side of the rear yard. The Clerk-Treasurer stated that he had received a voice mail from Connie Mitchell, who owns the adjoining property, and she expressed her approval of the fence addition.

Zipfel moved to approve the Certificate of Appropriateness for the fence as shown in the plans and Skowronski seconded this motion. The following vote was recorded on the motion: Yea: 5, Bedell, Collini, Jacob, Skowronski, and Zipfel; Nay: 0; Abstain: None. The motion carried 5-0.

  1. An application for a Certificate of Appropriateness by Chris and Jen Bedell at 275 Beverly Pl to renovate and join the existing front and side porches and replace the rear patio with stamped concrete. This patio replacement will increase the footprint by 2 ft on the east and 1.5 ft on the south side. There will be a wall for seating as part of the new patio, and there will be lights on the underside of the cap of this wall, as well as on the steps to be added. The colors of the stamped concrete are to be Pebble & Marble Gray for the main section and Dark Gray for the border. Lot coverage with the new patio will be 34%, so there are no issues with this.

For the front porch replacement, the surface is to be concrete, and the walls will be veneered to match the existing veneer along the house along the driveway. The railing will contain white vinyl banisters. The pitch of the roof is to be 3/12 over the side porch and 2/12 over the front. Lighting is to be wafer can lights.

At the current time, it is unknown whether the retaining wall along the driveway will be needed with the new construction; this will be determined when the current porch is excavated. If this retaining wall is removed, veneer will be added to match the existing veneer.

Skowronski moved to approve the Certificate of Appropriateness for the porches and patio as shown in the plans with the following revisions:

  1. If the retaining wall is not replaced, stone veneer will be added to the porch to match the current veneer.
  2. To change the porch railing to contain a post even with the hip of the roof and to extend the length of the railing shown in the plans to that post.

Collini seconded this motion. The following vote was recorded on the motion: Yea: 4, Collini, Jacob, Skowronski, and Zipfel; Nay: 0; Abstain: 1, Bedell. The motion carried 4-0-1.

Collini moved and Zipfel seconded a motion to adjourn. The motion was approved unanimously (4-0). The meeting was adjourned at 7:31 p.m.
