RESOLUTION NO. 2024-04

 

A RESOLUTION TO RE-AUTHORIZE THE INFRASTRUCTURE COMMITTEE TO SUPPORT THE WORK OF VILLAGE COUNCIL AND TO APPOINT MEMBERS THERETO, AND TO DECLARE AN EMERGENCY

Introduced by Bartels.

WHEREAS, Council desires to re-authorize the Infrastructure committee comprised of elected officials, Village residents and others, to support the work of Village Council in the upcoming year, to provide a method for members of the press and public to obtain notices of the meetings of the committee and of the matters to be considered thereat, and to establish Rules for the conduct of those meetings;

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE VILLAGE OF RIVERLEA, OHIO, A MAJORITY OF ALL MEMBERS THEREOF CONCURRING, THAT:

Section 1.            Establishment and Tasks of the CommitteeCouncil hereby re-authorizes the Infrastructure committee, and assigns to the committee the tasks described below; the Committee shall be advisory only to Council, and shall provide periodic reports to the Village Council, when requested:

  • The Committee on Infrastructure.

The committee shall assist with implementation of the bond levy; a plan for the maintenance and upkeep of the improvements; and strategies to communicate with residents and assist in the preservation of the upgrades and repairs to the Village’s sewer, water lines, lift-station, road, and gutter issues.

Section 2.            Organization of Committee.  The committee shall promptly convene at the call of the Chair thereof and shall establish dates and times for the regular meetings of the committee, and shall report to the Clerk-Treasurer of the Village the dates and times so established.  The Clerk-Treasurer shall give public notice of each meeting, including the initial meetings, and shall devise a method by which notices of such meeting shall be given and minutes of the committee’s meetings shall be recorded in compliance with the requirements of Ohio law.  At a minimum, the Clerk-Treasurer shall give by mail, facsimile or e-mail transmission or by other reasonable means notice that shows the date, time and location of every regular meeting of any such committee and the date, time, location and purpose of every special meeting of any such committee to any person who requests the same.  At a minimum, the Clerk-Treasurer shall post or cause to be posted upon the bulletin boards maintained by the Village for that purpose, in the four most public places in the Village as determined in this Resolution, written notice that shows the date, time and location of every regular meeting of the committee and the date, time, location and purpose of every special meeting of the committee.

 

        Section 3.   Appointment of Members.  Council appoints the following members to the Infrastructure Committee, such members to continue to serve thereon until December 31, 2024.  From time to time Council by Motion may appoint additional members to the committee and may remove any member from a committee at any time without cause.

(a)          The Committee on Infrastructure shall be comprised of the following members:

Councilmember Emily Saving Chair, Acting Street Commissioner William P. Charles, Marc Benevento, and Greg Ross.

 

          Section 4.                 EMERGENCY; EFFECTIVE DATE.  That this Resolution is declared to be an emergency measure, effective upon passage, and immediately necessary for the preservation of the health, peace, safety and welfare of the residents of the Village of Riverlea.  Such emergency exists in the Village because the Committees need to be reauthorized to address important issues.  Accordingly, this Resolution shall be in full force and effect from and after the earliest date permitted by law after its passage.

Section 5.            OPEN MEETINGS.  This Council finds and determines that all formal actions of this Council concerning and relating to the passage of this Resolution were taken in an open meeting of this Council and that all deliberations of this Council that resulted in those formal actions were in meetings open to the public in compliance with law.

Section 6.            That pursuant to Sections 731.25, Ohio Revised Code, the Council of the Village of Riverlea hereby determines that publication of this Resolution in a newspaper is unnecessary and does hereby determine that this Resolution shall be published by posting copies hereof in the five following places which are determined to be the four most public places in the Village of Riverlea, Ohio:

  1. The Circle on West Riverglen Drive.
  2. The Ravine Park on West Riverglen Drive.
  3. Lot 194, 286 Beverly Place.
  4. Lot 75 on West Riverglen Drive.
    5. Lot 7 on West Southington Avenue.

 

Copies of this Resolution shall be posted continuously in the above-mentioned places for a period of fifteen (15) days and at the expiration thereof this Resolution shall become effective.

WHEREUPON, this Resolution was adopted this 16th day of January, 2024.
