A meeting of the Village of Riverlea Planning Commission was held October 14, 2019 at the Evening Street Elementary School.  Members present were Bryce Jacob (Planning Commissioner), Sheila Bagley, Robert Davis, and Rich Skowronski. Also present were Erin Pence and Karyn & Jay Prater. Joshua C. Mehling served as Clerk. The Planning Commissioner called the meeting to order at 7:00 p.m.

  1. The minutes of the regular Planning Commission meeting of September 9, 2019 were not read since each member had received a copy. Davis moved and Bagley seconded the motion that the minutes be approved as submitted by the Clerk. The following vote was recorded on the motion: Yea: 4, Bagley, Davis, Jacob, and Skowronski; Nay: None; Abstain: None. The motion carried 4-0.
  2. An application for a Certificate of Appropriateness by Don & Marci McCarthy at 84 Riverglen Dr to install a fence at the rear and sides of the house. Erin Pence, daughter of the McCarthys, was in attendance to speak to the project and answer any questions. The fence will be 4 ft tall on the sides of the yard and 6 ft at the rear. The fence at the rear will replace an existing fence that is falling apart. The fences on the sides will feature open slats and the fence at the rear will feature closed slats. A gate on the side will be 4 ft tall and feature open slats to match the rest of the fence. The fence stain will be clear coat as shown in the pictures that were presented.

Davis moved to approve the Certificate of Appropriateness for this project as shown in the plans and Bagley seconded this motion. The following vote was recorded on the motion: Yea: 4, Bagley, Davis, Jacob, and Skowronski; Nay: None; Abstain: None. The motion carried 4-0.

  1. An application for a Certificate of Appropriateness by Karyn & Jay Prater at 272 Melbourne Ct to add a shed at the rear of the property. The shed will be an 8 x 10 studio style shed with an overhang in the front and a metal roof. The shed will not be on a full foundation, but will be on a 4 inch gravel base. There will be a border constructed of 4 x 8 pavers surrounding the gravel with natural stone inserted in the gravel under the overhang. The shed will be located 10 ft from the lot line on the side of the yard.

The homeowners sought recommendations from the commission for material and colors to be used. The Commissioner recommended that the shed feature tongue in groove siding in a color that matches or is similar to that of the stucco on the house and trim that matches the fascia on the house. He also recommended Patrician Bronze as the roof color, selected from the list of options shown.

Jacob moved to approve the Certificate of Appropriateness for this project as shown in the plans with the conditions that the shed feature tongue in groove siding in a color that matches or is similar to the color of the stucco on the house and trim that matches or is similar to that of the fascia of the house, Patrician Bronze as the roof color, and 4 x 8 pavers in bluestone or flagstone. Bagley seconded this motion. The following vote was recorded on the motion: Yea: 4, Bagley, Davis, Jacob, and Skowronski; Nay: None; Abstain: None. The motion carried 4-0.

  1. An application for a Certificate of Appropriateness by Mark & Julie Ricketts at 72 Riverglen Dr to install a fence at the rear and sides of the house The Planning Commissioner stated that he had contacted the contractor for the proposed fence and was told that it would be the same color and style as that at 84 Riverglen. There was nobody representing the Ricketts at the meeting to speak to this project.

Skowronski moved to table the Certificate of Appropriateness for this project as there were no representatives for the homeowner to speak about it and Bagley seconded this motion. The following vote was recorded on the motion: Yea: 4, Bagley, Davis, Jacob, and Skowronski; Nay: None; Abstain: None. The motion carried 4-0.

Davis moved and Bagley seconded a motion to adjourn. The motion was approved unanimously

(4-0). The meeting was adjourned at 7:33 p.m.
