Village Council Resolution No. 2017-03

A Resolution To Provide For Integrated Management Services To Reduce Mosquito Populations Within The Village

WHEREAS, the Council of the Village of Riverlea has determined that it would promote the health, safety and welfare of the residents of the Village to spray and otherwise treat areas of the Village to reduce the mosquito population during the years of 2017-2019, and that the Franklin County Public Health is willing to provide integrated mosquito management services within the Village in excess of the Minimum Public Health Standards for Local Health Departments:

Now, Therefore, Be It Resolved By The Council Of The Village Of Riverlea, Ohio:

Section 1. Authorization. That the Mayor be and is hereby authorized and directed on behalf of the Village of Riverlea, Ohio, to enter into an appropriate agreement or memorandum with Franklin County Public Health to cause FCPH or its contractors to provide integrated mosquito management services, including public information, mosquito surveillance, mosquito breeding site reduction, larvaciding, catch basin treatment and adult mosquito control within the Village during 2017 through 2019 and to pay to Franklin County Public Health its contractual fee for such service, if any; and that the amount expended therefor pursuant to the Resolution shall not exceed $500 per year.

Section 2 Appropriation. That the funds necessary to carry out the purposes of this Resolution have heretofore been appropriated.

Section 3 Effective Date. That this Resolution shall be in full force and effect from and after the earliest date permitted by law after its passage.

Section 4 Open Meetings. This Council finds and determines that all formal actions of this Council concerning and relating to the passage of this Resolution were taken in an open meeting of this Council and that all deliberations of this Council that resulted in those formal actions were in meetings open to the public in compliance with law.

Section 5 Publication. That pursuant to Ohio Revised Code Section 731.25, the Council of the Village of Riverlea hereby determines that publication of this Ordinance in a newspaper is unnecessary and does hereby determine that this Ordinance, or a summary of this Ordinance, shall be published by posting copies of this Ordinance or a summary hereof in the five following places which are determined to be the five most public places in the Village of Riverlea, Ohio:

  1. The Circle on West Riverglen Drive.
  2. The Ravine Park on West Riverglen Drive.
  3. The Northwest corner of Beverly Place and Dover Court.
  4. Lot 75 on West Riverglen Drive.
  5. Lot 7 on West Southington Avenue.
